Introduction to Unmanned Aircraft Systems
Benjamin M. Trapnell, Associate Professor, University of North Dakota
Ben Trapnell was instrumental in creating UND's Unmanned Aircraft Systems major, the
first of its kind in the world. Additionally, he researches and publishes extensively in the
UAS industry. Ben will share his expertise and illustrate the role of unmanned aircraft
systems in law enforcement.

Integration of UAS into the National Airspace System
Douglas M. Marshall, J.D. Associate Professor, University of North Dakota
Before joining the faculty at the University of North Dakota, Douglas Marshall had a
distinguished legal career in which he represented major airlines in labor! employment
and personal injury litigation, served as General Counsel and later President of Pacific
Coast Airlines, and represented the airline and its employees in various regulatory,
enforcement, and contractual matters before the FM NTSB, and local airport authorities.

Constitutional Issues Related to UAS and Law Enforcement
Joseph J. Vacek, J.D. Assistant Professor, University of North Dakota
Joe Vacek teaches a wide variety of aviation-related undergraduate and graduate
courses, as wel as courses on space law and private space flight issues in the Space
Studies department be researches aviation law and policy, specifically focusing on
environmental issues and UAV operations. In his law practice, he specializes in aviation
issues and helps students with legal concerns. He is often strapped into the back seat
of a Super Decathlon teaching aerobatics and serves as faculty advisor to the UND
Acrobatic Team.

P. W. Singer, Senior Fellow and Director 21st Century Defense Initiative

Peter Warren Singer is Senior Fellow and Director of the 21st Century Defense Initiantive at the Brookings Institution. He is the youngest scholar named Senior Fellow in Brooking's 90-year history. In 2005, CNN named him to their "New Guard" List of the Next Generation of Newsmakers. Singer is a columnist on defense issued for the Washington Examiner and has been recognized by the Financial Times as "Guru of the Week" for the thinker who most influenced the world that week. In his personal capacity, Singer served as coordinator of the Obama '08 campaign's defense policy task force.
Dr. Singer's newest book, Wired for War, looks at the implications of robotics and other new technologies for war, politics, ethics, and law in the 21st century. Wired for War made the New York Times non-fiction bestseller list in its first wek of release. It has laready been featured in over 75 presentations at venues as diverse as all three US military academies, the US Congress, the National Student Leadership Conference, and the royal court of the United Arab Emirates. The book has also been made an official reading with organizations that range from National Defense University to the Royal Australian Navy.
